There are a number of reasons why someone may appear to be unmotivated to resolve a conflict. They may believe that they are right or that they have the power to make your life miserable if you pursue the situation. They may see the situation as impossible to resolve, or they may not understand the processes/options available to them for resolving the issue(s).

It may be possible to discern why they seem unmotivated and to address those concerns. Expressing your willingness to listen to their point of view and discuss the situation could be enough to encourage them to move toward resolution. Coaching can be effective in helping you or the other party in this process.
